NIA-R9 proposes for Olutanga Island NIP to serve farmers in Zamboanga Sibugay

In line with the agency’s commitment to provide efficient, effective, and sustainable irrigation services, the National Irrigation Administration, Zamboanga Sibugay Irrigation Management Office (ZSIMO) of Region 9 proposes for the Olutanga Island National Irrigation Project (NIP) Feasibility Study.

Hence, a Joint Coordination Meeting between the National Irrigation Administration (NIA), Local Government Unit (LGU), and Department of Agriculture (DA) for the Proposed Olutanga Island NIP Pre-Feasibility Study was conducted on June 13, 2022 at the Talusan Training Center, Poblacion, Talusan, Zamboanga Sibugay.

The proposed Olutanga NIP has a total potential area of 2,790 hectares. 1,690 hectares of which are rice land, while 1,100 hectares are High Value Crops and other Diversified Products. The Olutanga Island NIP will cover three (3) municipalities namely Mabuhay, Talusan, and Olutanga, Zamboanga Sibugay, covering 51 barangays, with a potential 2,035 farmer beneficiaries.

Present during the meeting are the management and other officials of the NIA-9 Regional Office headed by Acting Manager Salome N. Layasan, and the management and technical staff of NIA -9 Zamboanga Sibugay IMO headed by Engr. Girlie M. Detalla. Also present are the different Local Government Officials of the three municipalities mentioned, and also representatives from the Department of Agriculture.

During the meeting, NIA discussed the details and works incorporated in the project. All the participating institutions were given the opportunity to give their message as well as to raise questions and concerns which were all addressed and properly responded before the meeting ended.

At the end, the NIA, DA, and LGUs all committed to give their effort, support, and assistance to complete the Pre-Feasibility Study of Oluntanga NIP so as to proceed to the next steps until its full implementation.

The proposed Olutanga NIP will not just aide the farmers in their irrigation needs, but it will also result to higher yield in the Island’s rice and high-valued and diversified crops production. Thus, boosting the economy not only of the Olutanga Island, but of the Zamboanga Sibugay province as a whole.

NIA-R9 Turnover and Inaugurates Solar Pump Project to Lumayang Irrigators' Association

The newly constructed solar powered pump and concrete tank with a capacity of 40,000 liters and installation of 520 meters pipelines is now fully operational to irrigate an area of 24 hectares to benefit 58 farmers at Lumayang Irrigators' Association represented by President Teresita L. Chua.

This acitivity is spearheaded by the NIA R-IX Acting Regional Manager Engr. Salome N. Layasan, ZRSO Acting Manager Robert Berni L. Rada II, Supervising IDO Ms. Rosie Lyn Bayawa, IDS Head Ms. Leni S. Enriquez, PRO Ms. Jennylyn Cleofe, ZRSO Acting Admin. Nurlinda A. Amil, PIC Engr. Frazel S. Hassan and facilitated by the IDOs headed by Jackielyn Manalo.

Gracing the event is the ever supportive District II Congressman Honorable Manuel Jose "Mannix" Dalipe who initiated the realization of the said project together with his chief of staff Mr. Marvin Segura. Also present on the said event are Barangay Chairman for Lumayang Hon. Maridol Santos, Hon. Brgy. Councilor Gerardo V. Alejandro, COA representative headed by the Regional Director Visitacion Q. Mendoza and Regional Supervising Auditor Atty. Marvin Andrew C. Lee together with ATL for COA-NIA Florencefane J. Arellano and staff, PCA Provincial Manager Mr. Arcenio Laput, Joint Task Force headed by Lt. Col. Leo Cristopher Cunanan and ASAP Construction represented by Engr. Eleuterio Insong.

Validation of Kauswagan San Vicente Farmers Irrigators Association, Inc.

The Kauswagan San Vicente Farmers Irrigators Association (KASAVIFIA) Inc. is the region’s representative for the National Search for CY2021 Most Outstanding IA under the Comprehensive Agrarian Reform Program-Irrigation Component (CARP-IC) category.

NIA-Central Office validation team compose of Engr. Delsy J. Revellame, Engr. Ricardo C. Lopez and Kyr Vincent Joseph T. Orallo conducted validation for KASAVIFIA, Inc, last June 2, 2022 at KASAVIFIA, Inc. Office, San Vicente, Tambulig, Zamboanga del Sur.

The officers and board of trustees of KASAVIFIA, Inc. headed by IA President Virgelio G. Bacinillo Jr. came prepared with all their documents and records intact for the validators’ thorough assessment of their performance in the aspect of (1) Operation & Maintenance; (2) Financial; (3) Organization and Organizational Discipline; (4) Assistance Programs/Linkages and (5) Special Features.

In full support were the NIA-IX key personnel led by Acting Regional Manager Engr. Salome N. Layasan, Zamboanga del Sur Irrigation Management Office personnel headed by IMO Manager Engr. Benedicto Isagani O. Pulis Jr. and CARP-IC Regional Monitor Julita A. Villaganas. Also present from the Local Government Unit was the Municipal Mayor of Tambulig, ZDS Hon. Charlotte Dumanjug Panal, Municipal Agriculturist Anecita B. Gealon and San Vicente Brgy. Captain Gomersendo D. Perez.

First official visit of Department of Agriculture (DA) as NIA's new Mother Agency

The Department of Agriculture (DA) Region 9 headed by Regional Executive Director Rad Donn L. Cedeño and his team visited NIA Region 9 at Tawagan Norte, Labangan, Zamboanga del Sur on May 10, 2022.

 

This is DA's first visit to NIA as its new mother agency. Pursuant to Executive order 168 Series of 2022 dated April 15, 2022, the National Irrigation Administration is transferred from the Office of the President (OP) to the Department of Agriculture.

RED Cedeño and his team were welcomed by the management of NIA-9 headed by Acting Regional Salome N. Layasan along with other officials and key personnel of the NIA Regional Office.

 

A brief overview of the agency's project implementation was presented by Manager Layasan to the DA in order for them to have a general understanding of the agency's mandate and update of the Region's current and future projects.

 

As NIA's mother agency, RED Cedeño assured that this is the start of a harmonious relationship between the two agencies, and that DA will do its best to assist NIA in the fulfillment of its mission for the benefit of the Filipino farmers especially in provinces of Zamboanga Peninsula.
