NIA partners with RPD Consulting Inc. in the preservation and protection of Irrigation Water Resources

The Zamboanga del Sur Irrigation Management Office (IMO) in partnership with RPD Consulting Inc. conducted two (2) batches of

Planning Workshop for the Formulation of the Irrigation Water Resources Management Plan - for Salug River Irrigation System (SARIS) and Labangan River Irrigation System (LABRIS), held on March 16, and March 17, 2022, respectively.

The ultimate goal of the activity is for the agency to devise a concrete plan in order to preserve and protect the irrigation water resources under the National Irrigation Systems (NIS) of NIA Region 9.

The team of RPD Consulting Inc. headed by Mr. John Gibert Gopez, Vice President for Technical Operations, shared their expertise in data gathering and vision formulation through Focus Group Discussion in preparation for major projects.

The workshop specifically aimed to formulate an Irrigation Water Resource Management Plan (IWRMP) for the rehabilitation, protection, and management of LABRIS and SARIS to minimize soil erosion and sedimentation affecting the lifespan, efficiency, and serviceability of the irrigation systems.

Stakeholders within the area were invited to join the workshop for them to share their insights on the preservation of irrigation water resources. Among the stakeholders present during the activity were the representatives of Department of Environment and Natural Resources (DENR), Municipal Planning and Development Office (MPDO), Municipal Agriculture Office (MAO), Municipal Engineering Office (MEO), Barangay Chairpersons within LABRIS, and of course, the Irrigators Associations of Labangan River Irrigation System.

NIA-9 Acting Regional Manager Salome N. Layasan shared her gratitude to RPD Consulting for granting the agency's request for their services, with hope to find solutions on the Irrigators Associations' (IAs) problems and concerns, and help in the conservation and protection of our irrigation facilities.

 

NIA-R9 joins the Virtual Mass Marketing Agreement Signing for the Enhanced Partnership Against Hunger and Poverty (EPAHP) Program

NIA-Regional Irrigation Office IX Acting Regional Manager Engr. Salome N. Layasan, EOD Manager Engr. Maritez I. Soria, AFD Manager Albine Dave V. Jubilado, and SIDO Rosie Lyn R. Bayawa lead the EPAHP Region IX Marketing Agreement Mass Signing held at Function Hall, NIA Building, Labangan, ZDS today, February 24, 2022. In full support (via online teleconferencing) were the NIA Administrator Gen Ricardo R Visaya (Ret) and Institutional Development Division Manager Leo L. Gallego from the NIA Central Office. Field Office Managers and IDS Heads were also present to support their respective Irrigators Association.

EPAHP is a government’s initiative to mitigate hunger and ensure food and nutrition security. The program objectives can be achieved by assisting the different Irrigators Associations in establishing linkages with the potential partners to market their farm produce.

In this year’s EPAHP implementation, NIA Region IX was able to link seven (7) Relevant Interested Parties (RIPs) as partner agencies tied up with eleven (11) Irrigators Associations, to wit:

The ceremony was graced by no less than the IATF Chairperson for Zero Hunger, Cabinet Secretary, Acting Presidential Spokesperson Hon. Karlo Alexei B. Nograles. In his message, he applauded the region for its remarkable progress in the implementation of EPAPH programs which helped the lives of many farmers and commended the conduct of this marketing agreement mass signing which will assure that farmers' products will be properly disposed in the market.

In closing, Mohammad Binzale A. Hashim, DSWD EPAHP Reg’l. Program Coordinator congratulated NIA IX for organizing this MA mass signing. He added that it's the 1st time he attended an EPAPH event like this and hoped for more in the future.

NIA-R9 TURNOVER AND INAUGURATES LINDUMAN SMALL IRRIGATION PROJECT

January 13, 2022 | The National Irrigation Administration Region IX ZAMBASULTA Regional Sub-Office inaugurates and turn-over the completed project of Linduman Small Irrigation Project located at Sitio Linduman, Barangay Vitali, Zamboanga City under CY2020 fund with an allocation of 34 Million. The project programmed one intake structure located at Sapa Grande and ten (10) ground level reservoirs including installation of six (6) inches diameter HDPE pipe with a distance of 9,305 linear meters from the intake. Its total irrigable area is 60 hectares that could irrigate high valued crops and rice crops which benefit a total of fifteen (15) farmers.

The ceremony was spearheaded by the Acting Regional Manager Engr. Salome N. Layasan and Acting Manager of ZAMBASULTA RSO Engr. Robert Berni L. Rada II, facilitated by the IDS Head Ms. Leni S. Enriquez, the Project-in-Charge Engr. Boncarl C. Largo, the Construction Head Engr. Sandra T. Tero, the IDO Mr. Alfredzmar M. Isnani and witnessed by the Supervising Institutional Development Officer Ms. Rosielyn R. Bayawa, PRO Ms. Jennylyn R. Cliofe. Also gracing the event were special guests from the Local Government Unit, the ever supportive District II Congressman Honorable Manuel Jose “Mannix” Dalipe, Honorable Councilor John Dalipe, Honorable Councilor Mel Sadain, Barangay Vitali Councilor Honorable Wilfredo Pajarito, LGU representatives, Linduman Farmers Irrigators Association, Inc. Boards and members represented by their hard working President Rosario “Chayong” I. Santiago and COA representative Ms. Shirley Manzon.

During the acceptance speech of IA President Rosario I. Santiago, she emotionally expressed her thanks in behalf of their association to NIA and the Lord for granting their dream to come true, for the realization of their desire to have water supply during dry season with the help of Engr. Pablito F. Bayawa and Ms. Leni S. Enriquez.

The Acting Regional Manager Engr. Salome N. Layasan thanked the Congress Representative for always being there with NIA, to the LGU, the Mayor and the field implementors. She also congratulates the Linduman Farmers Irrigators Association as well as the field implementors and staff. Also mentioned from her speech were her requests for the continuous guidance and help from the LGU to NIA as well as to the Irrigators Association, for the Irrigators Association to take care of the irrigation systems, and lastly to plant trees at the water shed dam area to maintain and add more water supply to our irrigation systems because all of us will be blessed with this.

Meanwhile, the message of Honorable John Dalipe is for the Linduman Farmers Irrigators Association to take good care of the project because 64,000 liters of water is a big help to the farmers with their high valued crops and rice plantation. Lastly, Honorable Manuel Jose “Mannix” Dalipe expressed his full support to NIA and to the farmers of Zamboanga City.

 

Rice Farming Experience

For a day, NIA-9 personnel get to experience the life of a rice farmer -- knee-deep in a paddy, woven hats as shield on heads, and raking mud through water.

Acting Regional Manager Salome Naragas Layasan of NIA-9 initiated the Rice Planting Activity to give honor to the local farmers and to give its personnel the opportunity to understand better their work in NIA and the experiences of their clients.

The activity was held on January 12, 2022 at Tawagan Norte, Labangan, Zamboanga del Sur, and was participated by the NIA-9 Regional Office and Zamboanga del Sur IMO management, section/units heads, and select staff.
