NIA Zamboanga del Norte conducts Stakeholders Forum and Mass Turnover of Irrigation Projects

NIA Region IX – The National Irrigation Administration (NIA) conducts the Stakeholders Forum on Irrigation Development in the Province of Zamboanga del Norte, as well as the Mass Turnover of 24 Completed Irrigation Projects and Modified Irrigation Management Transfer (IMT) Contract Signing, on September 20, 2018 at Missio Dei Hotel, Dipolog City, Zamboanga del Norte.

The forum aims to discuss the status of irrigation development in the region, as well as the status of the Agency’s on-going and future irrigation projects. On the other hand, the Signing of IMT Contract and the Mass Turnover of 24 Completed Irrigation Projects to respective Irrigators Associations (IAs) target to solicit the cooperation among stakeholders, government agencies, and other sectors of the community in efficient irrigation management towards the inclusive socio-economic growth and agricultural development of the country.

NIA Senior Deputy Administrator Abraham B. Bagasin, staff from Central and Regional Office, IAs, Local Government Units, Congressional Representatives of the provincial districts, some uniformed personnel, and other stakeholders are present in the event.


P16 Million Irrigation Projects turned over in Basilan

Isabela City, Basilan – Five (5) irrigation projects with a total project cost of 16 million was turned over to its respective Irrigators’ Associations (IAs) last August 4, 2018. NIA Administrator Ricardo R. Visaya, and Basilan Governor Jim S. Hataman Salliman, together with NIA Deputy Administrator for Administrative and Finance Romeo G. Gan, NIA Deputy Administrator for Engineering and Operations C’zar M. Sulaik, Regional Manager Mario H. Sande, Lieutenant Colonel Jojo D. Montaner of 104 Brigade Philippine Army, and Basilan-Sulu-Tawitawi (BASULTA) Federation President Nasser Dammang graced the ceremonial mass turnover at Basilan State College Amphitheater, Isabela City.

NIA-9 celebrates Women’s Month

In culmination of National Women’s Month Celebration (NWMC), NIA Region IX conducted a seminar on Republic Act 7877 or the Anti-Sexual Harassment Act of 1995 and a pampering session for women at NIA Regional Office Function Hall, Labangan, Zamboanga del Sur last March 27, 2018.

Invited resource speaker District Public Attorney Easter Norie F. Talip from the Public Attorney’s Office Pagadian City lectured to both men and women employees the present law on sexual harassment, where and when it is committed, its forms, the functions of the committee on decorum and investigation (CODI), the assistance the agency can provide to an alleged victim of sexual harassment, the charges, classification of offenses, and the possible administrative consequences to the offender.

R-9 Farmers are ‘Very Satisfied’

Labangan, Zamboanga del Sur – Committed to ensure quality irrigation service to its farmer stakeholders, National Irrigation Administration Region IX with the mandate from its Central Office, sourced out a team of researchers from Jose Rizal Memorial State University (JRMSU) in Dipolog City to survey the Farmer Satisfaction level of the Irrigators’ Associations in the region.

In the first three weeks of the year, the team surveyed a total of 263 IAs randomly selected from National Irrigation System (NIS) and Communal Irrigation System (CIS). An orientation was conducted in JRMSU DIpolog City last January 4, 2018 where all Institutional Development Officers (IDOs) and its heads were made aware of the procedure and how they can help facilitate the conduct once in the area.

NIA Chief Visaya attends Zamboanga Sibugay Stakeholders Forum

Ipil, Zamboanga Sibugay – Forging closer ties with farmer stakeholders and other government agencies through dialogue, NIA Zamboanga Sibugay Irrigation Management Office conducted a Stakeholders Forum last February 2, 2018 at PDRRMC Hall, Ipil, Zamboanga Sibugay.

Attended by NIA Chief Gen. Ricardo R. Visaya (Ret.) and his Deputy Administrator for Administrative and Finance BGen. Romeo G. Gan (Ret.), the said forum aims to bring together all organizations and agencies relevant to irrigation development to commit to a common goal of improving the farmer’s quality of life in the province of Zamboanga Sibugay. Zamboanga Sibugay Provincial Governor, Atty. Wilter Y. Palma, chiefs from different government agencies and private sectors as well as municipal mayors from the two (2) districts, joined in signing the covenant of support for this purpose.

Imelda, Zamboanga Sibuguey – In time with the region’s celebration of the 54th Founding Anniversary of the National Irrigation Administration (NIA), Senior Deputy Administrator Abraham B. Bagasin graced the highlights of the event: a mass contract signing with the Irrigators’ Associations (IAs) of National Irrigation Systems (NISs) during the opening ceremony at NIA Labangan, Zamboanga del Sur and a groundbreaking ceremony for Lower Sibugay II Diversion Dam in the afternoon in Imelda, Zamboanga Sibugay last July 5, 2017.

Regional Manager Mario H. Sande is the new Regional Manager of NIA R-9

Labangan, Zamboanga del Sur - The National Irrigation Administration Region 9 (NIA R-9) has a new Regional Manager, Engr. Mario H. Sande, who officially assumed his office, after a simple turnover ceremony last August 14, 2017 held at NIA Regional Office Function Hall, this municipality.

Regional Manager Diosdado A. Rosales, who served the Zamboanga Peninsula Region for four (4) years and has been twice a recipient of Regional Manager of the Year award (in 2015 and 2017) during his stint, turned over the leadership to Regional Manager Sande following his new assignment in NIA Region 12. This is part of NIA's "Regional Leadership Map", which aims to continuously enhance leadership skills and knowledge as well as to provide regional offices the opportunity to develop with each leadership.

Manager Sande have previously served the now dissolved NIA Negros Island Region as Regional Manager prior to this new assignment. He also briefly served NIA Region 2 for eight (8) months and NIA Region 7 two (2) years both as Regional Manager since his rising from the ranks in his home region in Region 12.

NIA-9 bags NIA Anniversary Major Awards

NIA Central Office, Quezon City – In the celebration of the agency’s 54th Founding Anniversary, the National Irrigation Administration (NIA) recognized its top performers and best leaders in the irrigation program of the government for CY 2016. The awarding ceremony was held at NIA Central Office grounds in Quezon City last June 22, 2017 bearing the theme, “Libreng Patubig Handog sa Magsasaka.”

NIA Region IX has consistently made it among the regions who produce top performing IAs in the country. In this year’s awarding ceremony, the LOWTIPTAM IA located in Tambulig, Zamboanga del Sur was awarded as the Most Outstanding IA 1st Runner Up under the National Irrigation System (NIS) Category. LOWTIPTAM IA President Crispo L. Jakosalem together with its IA Secretary Sandra L. Utlang and IA Treasurer Trinidad Y. Vale received a plaque of recognition and a cash prize of P30,000.00 from NIA Administrator Gen. Ricardo R. Visaya (Ret.) during the said ceremony.

NIA-9 4th Annual IA Congress dispels ISF Concerns

Labangan, Zamboanga del Sur – In an apt forum to discuss President Duterte’s ‘Free ISF’ promulgation, the National Irrigation Administration (NIA) Region IX recently concluded its 4th Annual IA Congress last September 9, 2016 at NIA Regional Irrigation Office Function Hall, Tawagan Norte, Labangan, Zamboanga del Sur.

Attended by 309 Irrigators’ Association (IA) officials grouped in five batches from 170 IAs across the Zamboanga Peninsula, NIA-9 Regional Irrigation Manager (RIM) Diosdado A. Rosales comprehensively talked about the possible impact from both the IA’s and NIA’s end to dissolve several concerns expressed relative to the said pronouncement.

“NIA supports the President’s policy statement and direction of No ISF or Free ISF, and will continue to perform its functions, less the ISF collection. Farmers will enjoy a considerable savings of P4,250.00 per hectare per year for the National Irrigation Systems (NISs) and P1,275.00 for the Communal Irrigation Systems (CISs) ,” he said as an introduction.

NIA-9 Turns Over 5 M Irrigation Project to San Vicente Farmers

Tambulig, Zamboanga del Sur – The National Irrigation Administration – IX (NIA) turned over the 5 M worth of irrigation project of San Vicente Communal Irrigation System to Kauswagan San Vicente Farmers Irrigators’ Association, Inc. (KASAVIFIA) last August 25, 2016 at KASAVIFIA Office, San Vicente, Tambulig, Zamboanga del Sur.

The completed project is said to cover a total service area of 213 hectares and is projected to benefit 164 farmers of barangays San Vicente and Kauswagan. This 5 M irrigation project includes 830 meters canalization, an irrigation service road, and 400 meters protection dike of Kauswagan Creek, its water source.

Engr. Joel C. Atay, the Zamboanga del Sur Irrigation Management Office Head spearheaded the ribbon cutting and project turnover ceremony where it was attended by LGU dignitaries, namely, San Vicente Brgy. Captain Gomersendo D. Perez, Tambulig Municipal Vice-Mayor Caridad B. Balaod, Tambulig Municipal Mayor Protocio L. Aleman, Poblacion Aurora Mayor Jojo Palma, and the Vice-Governor of Zamboanga del Sur Ace William E. Cerilles.
